The Community Behavioral Health Association of Maryland (CBH) advocates for policy and legislative changes designed to achieve a robust, high quality, clinically integrated behavioral health system for families and individuals in Maryland. CBH’s reputation for integrity, as well as the recognition that it is the only association with staff dedicated to exclusively representing behavioral health providers, has resulted in valuable relationships with state officials. These relations have helped to present the association as a resource to legislators and administrative staff, offering the “breadth and depth” which sets us apart from similar organizations.
CBH members from across Maryland joined our policy team for Hill Day with the National Council for Mental Wellbeing. From CCBHC and SUD programs to 988, workforce, and block grant appropriations, we made sure every Maryland congressional and Senate office heard loud and clear: behavioral health must remain a federal priority. Thank you to our members who stepped away from their programs and the people they serve to make this happen. Your voices carry the weight of lived experience and real-world impact, and that is what legislators need to hear. And a sincere thank you to the legislative staffers who took time out of their busy days to meet with us and asked thoughtful questions about how their offices can make a difference. That kind of engagement means everything. |

On February 26, 2026, CBH joined the MDAMD Behavioral Health Coalition and hundreds more for the Keep the Door Open Rally in Annapolis to stand up for the more than 1 million Marylanders who live with a mental health or substance use disorder.

CBH's policy team was proud to participate in the media briefing on the Behavioral Health Coalition's top priorities. Calling on the general assembly to reject language that would delay CCBHC implementation, reject proposed 20% funding reduction to consortium and support a 3% increase to Medicaid rates.
