Measurement-Based Care InitiativeA Statewide Commitment to Evidence-Informed Behavioral Health Care CBH is proud to lead Maryland's coordinated Measurement-Based Care (MBC) initiative: a collaborative, statewide effort to bring consistency, accountability, and evidence-informed care to improve outcomes in community behavioral health services across the state. In partnership with Greenspace Health, CBH has worked since 2020 to unite member organizations under a shared framework for implementing MBC, providing shared tools, standardized workflows, and centralized reporting so that providers across Maryland can deliver more consistent, data-informed care. What is Measurement-Based Care?Measurement-Based Care (MBC) is the systematic use of validated, patient-reported outcome measures (PROMs) to track progress throughout treatment, and using that data to inform clinical conversations and care decisions. At the client level, MBC supports personalized, responsive treatment by giving clinicians and clients a shared, objective view of progress over time. When clients can see their own progress and actively participate in understanding their results, they become genuine partners in their care. When clinicians have consistent, objective data over time, they can make more responsive, personalized treatment decisions. At the organizational level, it produces the data needed to assess program effectiveness, identify service gaps, and demonstrate value to funders and stakeholders. MBC is increasingly tied to quality standards and value-based care requirements across the field, and national accrediting bodies including CARF and The Joint Commission recognize MBC as a core component of evidence-based behavioral healthcare. |
MDCBH established a shared infrastructure to implement MBC with common tools, consistent practices, centralized reporting, and a community of peer support across member organizations. This approach has made it possible for organizations of all sizes to implement MBC effectively, including those without dedicated analytics staff or prior experience with outcome measurement. It has also created greater visibility into care outcomes across the state, supporting data-informed decision-making at both the clinical and system level.
What began as a 16-clinic pilot in 2020 has grown into one of the most comprehensive statewide MBC implementations in the country. Today, the initiative spans over 30 organizations across Maryland, and the results demonstrate what coordinated, consistent implementation can achieve.

These numbers reflect how measurement has become a consistent, embedded part of care. With an average of 6.8 assessments per active client, providers are using real-time data to identify when care is on track, inform adjustments to treatment, and monitor clients’ progress over time.
