| Nicole GranerDirector of Public Policy and Government AffairsNicole has served as CBH's Director of Government Affairs and Public Policy since July 2024, leading legislative, regulatory, and advocacy strategy for Maryland's public behavioral health system. Nicole builds relationships with legislators and policymakers across the state, monitors and analyzes legislation throughout the legislative session, and develops testimony and position papers on behalf of CBH and its members. They also maintain CBH's legislative tracking process and work closely with the association's grassroots advocacy network to mobilize members around priority issues, with a particular focus on Medicaid policy, workforce challenges, and ensuring providers have the support they need to deliver high-quality care. Nicole joined CBH in September 2023 as Assistant Policy Director, serving as a subject matter expert on regulations and payer practices for a portfolio of community-based behavioral health services, including 988 hotlines, mobile crisis and crisis stabilization services, substance use treatment, and adult mental health care. Before CBH, Nicole spent two decades at Cornerstone Montgomery where they led the organization's legislative advocacy strategy, drafted testimony, and managed communications across the agency. Nicole has also held a range of program and residential management roles supporting individuals with serious mental illness and substance use disorders, and served as a certified Non-Violent Crisis Intervention instructor. Nicole holds a Bachelor of Arts in Communication and is a Licensed Certified Social Worker in Maryland with a Master of Social Work. |
| Sara HairgroveAssistant Director of Public PolicySara has served as CBH’s Assistant Director of Public Policy since July 2025. In this role, she advocates for policy and regulatory improvement related to community behavioral health services in Maryland, engaging with Maryland State Agencies, supporting the conceptualization and drafting of legislation, and providing testimony to the Maryland General Assembly. Sara specializes in the substance use and child welfare continuums of care, providing training and technical assistance (TTA) to providers and external stakeholders and serving on several state workgroups, including the Improvement of Health, Social, and Economic Outcomes Related to Substance Use Workgroup and the Workgroup on Children in Unlicensed Settings and Pediatric Hospital Overstays. Before joining CBH, Sara was a Public Health Advisor at the Substance Abuse and Mental Health Services Administration (SAMHSA), where she developed federal policy guidance pertaining to substance use, mental health, and health equity. Prior, as a Public Health Analyst at Research Triangle Institute (RTI) International, she led behavioral health research, health messaging campaigns, and TTA, primarily focusing on opioid use among youth and young adults. Sara was trained in public health, with a Master of Public Health with a concentration in Health Equity from the University of Maryland, College Park. She is an experienced author, with articles published in the Journal of Adolescent Health, the Harm Reduction Journal, and the Journal of Substance Use & Addiction Treatment, among others. Sara is also a certified Community Health Worker in Maryland, trained at Johns Hopkins. |
| Allie DevineOperations and Member Services MangerAllie has served as CBH's Operations and Member Services Manager since February 2024, overseeing the association's operations, membership services, and financial management. In this role, Allie oversees daily operations, coordinating organizational initiatives and supporting the CBH policy staff to ensure the organization continues to be a valuable resource for its members. Allie also leads the membership administration efforts by coordinating member onboarding and renewals, maintaining the member community platform and website, strengthening partner relationships, and organizing member events to foster member engagement and satisfaction. Allie is currently pursuing a Master of Professional Studies in Applied Industrial-Organizational Psychology from George Mason University, with a focus on applying evidence-based practices to improve organizational performance, employee engagement and retention, team effectiveness, and leadership development. In addition to her role at CBH, Allie also serves as a Volunteer Program Assessment (VPA) Consultant, partnering with nonprofit organizations to evaluate volunteer programs using survey design, data analysis, and evidence-based recommendations to strengthen volunteer engagement and organizational effectiveness. |
